Admission Information for Non-EU Citizens

 

Non-EU foreign citizens are defined as individuals who are not from the European Union (EU), the European Economic Area (EEA), the Swiss Confederation (CH), or the UK, and hold citizenship of a third country outside the EU, which is proven by a valid passport. Non-EU citizens can apply for admission to doctoral studies on fee-paying places (tuition fee paid in foreign currency) or as scholarship holders of the Romanian state.

The education of non-EU citizens in Romania is conducted in accordance with current legislative acts as presented in the General Considerations section of the present methodology.

The admission process for non-EU citizens is regulated by Order of the Minister of Education.

Non-EU candidates, who hold of a long-term Bachelor's degree (pre-Bologna Process), or who are Master's degree graduates from non-EU third countries, who have completed accredited Master's programs, and who accumulated at least 300 transferable credit points from both Bachelor's and Master's studies, will register for admission to doctoral studies at UDJG according to the same admission calendar which is available for Romanian citizens.

Recognition of studies completed by non-EU candidates shall be done by the National Centre for Recognition and Equivalence of Diplomas CNRED.

For admission to all cycles of university studies taught in Romanian, all foreign citizens are requested to present a Romanian language proficiency certificate issued by institutions which are authorized by the Ministry of Education, or the original certificate of completion of the preparatory year.

The registration procedure for non-EU Citizens for admission to doctoral studies is the following:

 

A. Candidates who apply for fee-paying study places (tuition fee paid in foreign currency):

 

Non-EU candidates can apply to IOSUD-UDJG by submitting documents for the Acceptance Letter issued by the Ministry of Education. UDJG collects the documents of non-EU candidates whose enrollment is subject to the preliminary approval given by a doctoral supervisor within the relevant field and the Acceptance Letter from the Ministry of Education.

 

Required Documents for Issuing the Acceptance Letter

  • preliminary approval given by the doctoral supervisor;
  • application for issuing the acceptance letter for studies;
  • consent for processing personal data;
  • birth certificate and the certified and notarized translation of the document, if it is not issued in English or Romanian;
  • marriage certificate or any other document proving name change and the certified and notarized translation of the document if it is not issued in English or Romanian;
  • copy of the passport valid for at least 6 months at the time of application for doctoral studies;
  • copy of ID card or residence permit;
  • copy and legalized translation of the high school diploma or its equivalent, authenticated by the competent authorities of the issuing country;
  • copy and legalized translation of the Bachelor's degree or its equivalent, authenticated by the competent authorities of the issuing country;
  • copy and legalized translation of the Master's degree or its equivalent, authenticated by the competent authorities of the issuing country;
  • transcript/supplements to the diploma - copies and legalized translations related to the studies undertaken;
  • for programs taught in Romanian, candidates are required to present a certificate attesting their Romanian language knowledge or to submit certificates, which prove that they attended at least four consecutive years of studies in Romania, taught  in Romanian, otherwise, the preparatory year of Romanian language is mandatory;
  • for programs taught in internationally recognized languages, candidates are required to present a language proficiency certificate in an international language, which proves at least the minimum level, valid at the date of the examination;
  • Europass curriculum vitae (signed on every page);
  • medical certificate in an internationally recognized language indicating that the candidate does not suffer from contagious diseases or other diseases incompatible with studies.

 

Steps to follow after receiving the Acceptance Letter:

Non-EU candidates who have met all the requirements for admission to doctoral studies and who have received the Acceptance Letter from the Ministry of Education, within the approved and announced period of time set by the admission calendar, must submit to UDJG - the central office of the university, Rectorate building, to the Doctoral School Secretariat, room U134, or submit online to the email address: Această adresă de email este protejată contra spambots. Trebuie să activați JavaScript pentru a o vedea. , according to the admission calendar displayed on the university website at www.admitere.ugal.ro,  the following documents:

  • application form, approved by the doctoral supervisor;
  • registration form, candidate's commitment;
  • list of scientific publications, if applicable, (signed on every page);
  • copy of the admission fee receipt - 250 euro;

The admission contest is conducted according to the present methodology.

 

B. Candidates who apply for state-funded study places on scholarship granted by the Romanian state:

 

These candidates apply on their own behalf as the procedures for receiving the letter of acceptance are different. Additional information at:https://www.mae.ro/node/10251.

  1. For Non-EU candidates, who are scholarship holders of the Romanian state, according to the Ministry of Foreign Affairs (https://www.mae.ro/node/10251), the file for admission to doctoral studies must also contain the Acceptance Letter issued by the Ministry of Education - in original, in addition to all the above-mentioned documents.
  2. Candidates will follow the registration process according to the displayed calendar.
