Special conditions for registration and admission to doctoral studies of Romanian Everywhere candidates, graduates of high schools or universities in Romania or in countries of origin
In accordance with the provisions of Law no. 299/2007 on the support granted to Romanians Everywhere, which was republished and with the subsequent amendments and completions, people who belong to this category are the following:
- Persons who freely assume the Romanian cultural identity, persons of Romanian origin and those belonging to the Romanian linguistic and cultural vein, who live outside the borders of Romania, regardless of the ethnonym used (Aromanians, Basserabians, Bukovinians, Aromanians in Macedonia, Daco-Romanians, Aromanians in Albania, Hertsans, Istro-Romanians, Danube Latins, Macedoromanians, Macedonian Romanians, people of the Maramureș, Meglenites, Megleno-Romanians, Moldovans, Moldovlachs, Romanians, Wallachians, Vlachs, Macedonian Aromanians) as well as all the other lexical forms semantically related to the ones mentioned above.
- Romanians who emigrated, whether or not they kept Romanian citizenship, their descendants, as well as Romanian citizens with permanent residence or with residence abroad.
1.1. Romanians Everywhere Candidates, who have a permanent residence in Romania, high school graduates in their country of origin, and who enroll in the admission for doctoral studies on state-funded or fee-paying places are required to present for registration, in addition to the documents listed below, a certificate of recognition of studies, issued by the National Centre for Recognition and Equivalence of Diplomas - CNRED (https://cnred.edu.ro/) This category will take the admission exam under the same conditions as Romanian candidates and will pay the registration fee of 300 lei.
1.2. Romanians Everywhere Candidates, who have a permanent residence in Romania, high school graduates in Romania, can enroll in the admission exam for doctoral studies on state-funded or fee-paying places. This category will take the admission exam under the same conditions as Romanian candidates and will pay the registration fee of 300 lei.
1.3. Romanians Everywhere Candidates, who do not a permanent residence in Romania, with or without Romanian citizenship, and who have completed their university studies in Romania or in their country of origin, can enroll in the admission exam for doctoral studies on state-funded places on scholarship and on state-funded places but without scholarship (allocated by Order of the Minister of Education), as well as on fee-paying places. Those who opt for the fee-paying places shall take the admission exam under the same conditions as Romanian candidates and shall pay the registration fee of 300 lei.
Candidates' files shall be submitted to the central office of the university, Rectorate building, to the Doctoral School Secretariat, room U134, according to the admission calendar displayed on the university's website at www.admitere.ugal.ro/Doctorat. The binding file shall contain the following documents:
- application form signed by the doctoral supervisor;
- application form, statement/ affidavit, consent for processing personal data;
- birth certificate (original and copy) and notarized translation of the original document, if applicable;
- marriage certificate or any other document proving name change (original and copy) and certified translation of the original document, if applicable;
- identity card (original and copy);
- valid foreign passport and Romanian passport with permanent residence in another country (original and copy);
- language proficiency certificate valid at the time of the admission exam (taken within the last 2 years);
- high school graduation diploma or equivalent (original and copy) and the certified translation of the document (original), if applicable;
- Bachelor’s Degree or equivalent (original and copy) and the certified translation of the document (original), if applicable;
- Bachelor’s Degree supplement or transcript of records (original and copy) and the certified translation of the document (original), if applicable;
- Master’s Degree (original and copy), if applicable and the certified translation of the document (original), if applicable. Candidates who earned a Master’s degree in the academic year 2023-2024, shall present a graduation certificate statement in original issued by the educational institution, which certifies the completion of studies and translated by an authorized translator, if applicable;
- Master’s Degree supplement or transcript of records (original and copy) and the certified translation of the document (original), if applicable;
- Europass curriculum vitae (signed on every page);
- list of scientific publications, if applicable, (signed on every page);
- copy of the admission fee receipt
- affidavit based on the free will of the candidate, who assumes the Romanian cultural identity, according to the legislation in force Annex no. 3 of the Methodology for admission of Romanians Everywhere (except for candidates from the Republic of Moldova);
- statement that the candidate does not have a Romanian identity card;
- medical certificate attesting that the person who registers for studies does not suffer from contagious or chronic diseases.
Registration fee:
Romanians Everywhere/Romanians from the Diaspora are exempt from the registration fee for the admission examination, according to OMEN 4107/06.07.2018.
The state-funded places allocated specifically for Romanian Everywhere candidates who do not have a permanent residence in Romania, with or without Romanian citizenship, which are still available after the July admission session, will be put up for competition in the September session.
The admission competition is conducted according to the present methodology.
